A 17-year-old boy has been arrested in Solano County on suspicion of murder and multiple counts of attempted murder following a shooting at a Spirit Halloween store in the Solano Town Center mall in Fairfield that killed a pregnant mother and left six other people wounded.

The gunfire erupted Friday night inside the seasonal store at the Northern California shopping center. Fairfield police said seven people were struck, among them 31-year-old Constance Hages, a pregnant mother of four who died at the scene.

Investigators believe the victims were not the shooter's intended targets. "The suspect observed another customer who investigators believe was the intended target," Fairfield Police Department spokesperson Michelle Belyea said. "The suspect then produced a firearm and fired multiple rounds at the victim."

Police identified the suspect after a school resource officer recognized him as a former student while reviewing surveillance footage from the mall.

The teenager was taken into custody on Monday following a SWAT operation at a home in Suisun City. Officers remained at the residence late into the night before the suspect surrendered peacefully.

According to Fairfield police, the teen had previously been charged in an unrelated shooting last year in which gunfire was directed at a vehicle in the parking lot of a local high school.

"He served a few months in the juvenile hall. Apparently he was rehabilitated and he's back out to commit this horrendous crime," Fairfield Police Chief Dan Marshall said.

By Monday, only a small memorial remained outside the Spirit Halloween store in Hages' memory, and the store's sign had been taken down. Family members told KGO-TV they remain devastated by her death.

Marshall said the Solano County District Attorney's Office will decide whether the juvenile should face a double-murder charge covering the deaths of Hages and her unborn baby. The investigation is ongoing.
