The United States will convene delegations from Ukraine and Russia in Abu Dhabi on November 10 and 11 for talks on ending Moscow's war against Ukraine, US envoy Steve Witkoff announced on Monday. The discussions will also address security arrangements for the period after the war and measures to reduce tensions.

Witkoff outlined the agenda in a social media post, identifying humanitarian measures as another subject for the negotiations. The announcement comes as American negotiators seek a breakthrough before winter in a conflict that has become Europe's bloodiest since World War Two. Ukraine and Russia remain far apart on the terms of a potential peace agreement.

Witkoff and Jared Kushner are expected to represent Washington at the Abu Dhabi meetings, a senior US official told Reuters. The two are the lead American negotiators in the effort to secure an agreement between Russia and Ukraine. The planned gathering will bring the three countries together for another round of US-mediated discussions.

Russian President Vladimir Putin agreed to renew the trilateral talks following a meeting with Witkoff in St. Petersburg two weeks ago. That encounter was part of the latest American diplomatic push to stop the war and preceded Monday's announcement of the dates and agenda for the Abu Dhabi negotiations.

The previous US-mediated peace talks were held in February, before the United States and Israel launched a war against Iran. Washington is now pursuing the November discussions while President Donald Trump has recently stepped up pressure on Ukraine to reach some form of agreement.

Alongside preparations for Abu Dhabi, American negotiators will hold working-level meetings in Brussels this week with representatives of France, Germany, Britain, the European Union and NATO, the senior US official said. Those consultations will focus on issues concerning Ukraine and Europe's security.

The Brussels agenda includes security guarantees for Ukraine, a future European security framework and economic assistance for Ukraine's reconstruction. According to the official, the meetings follow recent discussions among the participants and form part of Trump's continuing effort to secure a lasting peace agreement between Russia and Ukraine.

The two sets of meetings will therefore cover both the effort to end the fighting and arrangements for the period afterward. Despite the renewed diplomatic activity, the differences between Kyiv and Moscow over what a peace settlement should contain remain unresolved.
